You may have taken a class that meets OSPI's description of the topics, but it wasn't called "Issues of Abuse." OSPI's description is: "The candidate must have taken coursework in issues of abuse, which must include information related to identification of physical, emotional, sexual, and substance abuse; the impact on learning and behavior; the responsibilities of a teacher to report abuse or to provide assistance to victimized children; and methods of teaching about abuse and its prevention."
The Issues of Abuse requirement does not need to be clock hours. This could be met through any type of classes, training, or personal education outside of an approved provider. Most educators meet the requirement through the SafeSchools training. They do not need to pay to complete it. This can be a training completed anywhere, for any length of time, from any point in time, as long is it includes some of the elements listed. SafeSchools
According to OSPI, the SafeSchools course titled “Child Abuse: Mandatory Reporting meets a portion of the issues of abuse requirement. If your district is a member of SafeSchools then this course could be free.

Online Course with no date restrictions
Register online at http://www.virtualeduc.com/esd101/ or by calling 1-800-313-6744 between 8:00 AM and 5:00 PM PST, Monday through Friday. You can view the syllabus online. For this class, register with VESi to take the class, choosing clock hours through NEWESD 101 (or another clock hours provider or a college/university for credit - they partner with several providers for clock hours or credit.) If you choose clock hours with NEWESD, once you complete the class, VESi will let our registrar know and she will send an email with forms and instructions.
